Why Did Türkiye First Keep Its Distance from the Defense Bank, Then Become a Founding Member?

Türkiye has decided to join as a founding member the Defense, Security and Resilience Bank, an initiative led by Canada. Yet the fact that Ankara had said only a few days earlier that it had not made a final commitment gives this choice a significance that goes well beyond a routine membership decision.
